For those who are trying to learn about cognitive load this example is how to measure a “time on task” and not cognitive load.
cognitive load actually has very little to do with time and a lot to do with the criticality, risk, frequently and consequence of an action or decision or task.
For example: what is the cognitive load of deciding to close a valve in a nuclear power plant? Then a stepped process on how to rate and measure the tasks and decisions involved in that task.

I had not thought much about software ergonomics before, but it is an interesting topic. Minimizing distance between mouse clicks where possible is another thing I would like to see more often in programs.
